Nagekeo, KlikNTT.Com-Menanggapi Aksi yang di lakukan oleh Forum Peduli Pemuda Nagekeo (FPPN) Bupati Nagekeo Sebut bahwa untuk Kabupaten Nagekeo Tidak Ada Lagi Tenaga Harian Lepas.Hal ini disampaikan Bupati Nagekeo Johanes Don Bosco Do saat Melakukan Konferensi Pers di rumah Jabatan Bupati Nagekeo, Selasa, 17 Juli 2019.
” Pemda Nagekeo akan merekrut Penyedia Jasa. “Jadi yang namanya Tenaga Harian Lepas (THL) tidak ada lagi.Pemerintah Kabupaten Nagekeo, melalui Perangkat Daerah akan merekrut tenaga kerja yang disebut Penyedia Jasa,” katanya.
Bupati Menambahkan Pemerintah Kabupaten Nagekeo telah melakukan konsultasi ke Badan Pemeriksa Keuangan (BPK) dan Badan Pengawasan Keuangan dan Pembangunan (BPKP).”Hasil konsultasi menyatakan bahwa sesuai regulasi,kita tidak boleh mempekerjakan tenaga honorer lepas.
” Satu-satunya celah yang dapat kita gunakan adalah melaui Penyedia Jasa, sesuai ketentuan Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang dan Jasa Pemerintah.Pembiayaannya nanti melalui Pos Belanja Langsung Komponen Barang dan Jasa,” kata Bupati Don.
Lanjut Bupati Jika melihat pada DPA Perangkat Daerah,banyak yang terjebak dan menganggarkan pembiayaan tersebut pada Pos Belanja Langsung Komponen Belanja Pegawai.
“Jika anggaran tersebut kita gunakan Untuk Pembayaran Bagi THL akan jadi temuan,” imbuhnya.
setiap Perangkat Daerah akan merekrut Penyedia Jasa sesuai kebutuhan.”Tentang syarat, ketentuan dan lama waktu kerja para Penyedia Jasa, silakan bertanya kepada masing-masing Perangkat Daerah.Nantinya kontrak kerja akan ditandatangani Perangkat Daerah dan Penyedia Jasa yang bersangkutan”ujarnya.
” waktu rekrutmen,Pemda Nagekeo akan melakukan dalam waktu secepatnya.”Kita akan lakukan dalam waktu dekat.Bagi Perangkat Daerah yang telah menganggarkan biaya Penyedia jasa pada Pos Belanja Langsung Komponen Barang dan Jasa, bisa langsung melakukan rekrutmen.Bagi yang belum,harus menunggu sampai perubahan anggaran,”pungkasnya.
Pernyataan Bupati Nagekeo dalam konferensi pers tersebut berbeda dengan pernyataan Kepala Bagian Humas Setda Nagekeo Gaspar Taka,seperti yang telah diberitakan Flores Pos Rabu,17 Juli 2019.
Menanggapi penyataan Bupati Nagekeo dalam konferensi pers tersebut, Wakil Ketua DPRD Kabupaten Nagekeo Kristianus Dua Wea menyampaikan bahwa dasar regulasi yang digunakan Pemda Nagekeo yaitu Peraturan Pemerintah Nomor 16 Tahun 2018 tersebut tidak salah.”Namun penerapan regulasi tersebut harus diperhatikan dengan cermat serta penerapannya tidak boleh setengah-setengah. Dan,alangkah baiknya apabila Pemerintah Kabupaten Nagekeo juga melakukan konsultasi kepada Kementerian Dalam Negeri dan Kementerian Pemberdayaan Aparatur Negara, ” kata Kris Dua.
Wakil Ketua DPRD asal Partai Golkar tersebut menyatakan bahwa Pemerintah Kabupaten Nagekeo perlu menyampaikan kondisi real di lapangan.”Kita perlu sampaikan secara utuh keadaan sebenarnya tentang Kabupaten Nagekeo,bahwa ada 1046 orang mantan Tenaga Harian Lepas dan Tenaga Sukarela yang punya jasa dan telah mengabdi selama bertahun-tahun. Kalau memang regulasi tidak memungkinkan untuk mempekerjakan mereka,kita harus sampaikan secara terbuka, “tambahnya.
