Oelamasi_KlikNTT.com- Ijin tambang galian C oleh beberapa perusahaan yang beroprasi di sungai Noelbiboko, Desa Pariti, Kecamatan Sulamu, Kabupaten Kupang memang sudah memiliki ijin Lingkungan, tetapi berkaitan dengan ijin Pertambangan, kewengangannya ada di ESDM Propinsi NTT.
Hal ini diungkapkan Kepala Dinas Lingkungan Hidup Daerah Kabupaten Kupang, Vinci Piternus kepada media Rabu,(05/08) siang diruang kerjanya mengatakan, memang beberapa waktu lalu, “Yang pertama memang kami turun langsung ke lokasi untuk memantau dan yang kedua juga kita ingin melihat fakta yang ada dilpngan sesuai dengan keluhan yang disampaikan”.
Dirinya juga merasa senang karena saat peninjauan ke lokasi, pihak-pihak yang mempunyai kepentingan beroprasi dilokasi turut hadir, sehingga melihat dari sisi perijinan tambangnya itu kewenangan ada di ESDM Propinsi NTT, sedangakan Dirinya mengaku kalau melihat itu dari ijin lingkungan memang kewenangannya ada di BLHD Kabupaten Kupang.
“Kalau kita liat dari sisi perijinan tambangnya, itu kewenangannya ada di ESDM Propinsi. Sedangkan kalau kita lihat dari sisi atau ijin lingkungan saja”, jelasnya.
Untuk pengeluhan masyarakat terkait susah tanam dan gagal panen yang mengakitbatkan akan adanya kelaparan karena air, Dirinya meminta agar menilai dari segi curah hujan yang tahun ini sangat berkurang.
Sebagaimana berdasarkan fakta peninjaun dilokasi, memang ada air, tapi debit airnya berkurang jadi dibeberapa titik itu memang tidak ada air tetapi di titik lain dari alur kali ada air. Jadi kalau diairi kesawah memang tidak mungkin, karena debit air sangat berkurang.
Tambahnya, terdapat dua perusahaan yang dibagian bawa sedang beroprasi yakni, PT. Dua Putra Perkasa dan PT. Star memang itu salah. Karena ada alat berat yang sementara berlabu dipinggiran kali.
Nah, itu patut dicurigai jangan sampai pengambilan galian C memggunakan alat berat itu.
Karena sesuai dengan mekanisme atau ketentuan jarak antara bibir kali itu tidak boleh ada aktifitas. Sementara berdasarkan pantauan BLHD waktu lalu, “memang mereka sesuai pantauan kita dilokasi, ada beberapa meter yang sedang mengadakan aktifitas oleh dua perusahaan itu”.
Secara lisan waktu itu, langsung dipindahkan. Dan yang sudah digali diperintahkan untuk tutup kembali. Selanjutnya pihanya meminta pihak yang bersangkutan untuk membuat surat serta tanda tangan diatas materai untuk hentikan.
Kalau berkaitan dengan perusahaan yang lainnya yakni, PT. Hutama Mitra Nusantara, PT. Sumber Karunia, dan PT. Surya Utama Jaya Abadi tidak menyalahai aturan yang artinya beroprasi sesuai dengan aturan.
“Memang permukaan kali tidak dalam sehingga dimusim hujan itu air tampias keluar dari permukaam kali. Saya ini obyektif sekali, jadi yang berkaitan dengan pengeluhan masyarakat itu memang susah karena itu kalau dimusim panas tahun ini debit air kurang”, tutup Piternus. (***)
